This serves as the second notice of a special business meeting to vote on moving forward with the Building Maintenance and Improvements project.  The draft agenda of the meeting appears below.

Motion: 

The elders move that we proceed with the update and maintenance project on our front facade, granting the deacons authority to spend up to $255,000 and take up to $30,000 in debt provided we receive $150,000 in pledges. This motion requires a 2/3 majority vote to pass.

Motion Explanation-

The project will not move forward unless we receive $150,000 in pledges. The goal of the project is to not use any debt. If we raise more than $150,000 and use $75,000 from savings, the project may well be completed. However, if the project runs into unforeseen expenses, the option of taking $30,000 in debt is included in order not to spend our savings lower than 4 months of operating expenses.

If the vote passes on June 16th, we will request financial pledges to the Building Fund through July 15th. No one will be asked to give until the pledge goal is reached. All pledged money will need to come in by December 31, 2025. It’s possible the project will be completed by fall 2025, and we will need to pay the contractor.



Facade Proposal and Explanation

We propose:

1.  To begin the remodeling of the front facade with a contractor to be engaged when the pledges of $150K have been received.  

2.  To spend $75K in savings on the project.

3.  To allow the borrowing of up to $30K if needed to complete the project.

4.  To authorize the Deacons to manage the project until completion.

General Information:

– The upgrade to the front facade of the building will cost between $220K and $255K.  These quotes are the current price, there is no guarantee what the work will cost after 90 days.

– There are many factors in the scheduling process.  The project is estimated to take 90 days to complete once the work has started.  Because of the nature of the work (opening walls), we do not want to have work done on the building during the winter months.  The contractors and subcontractors have other projects already running, so they need to be schedule them in advance, 

Payment Plan:

– Half the cost of the project is due at the beginning, with the balance at the end.  We are proposing to use $75K in savings to get the project started (we could flex up a little if only a small amount is needed to avoid debt).  We believe this leaves a sufficient safety net for potential emergencies and economic downturns.  We would like to see the General Fund maintain a balance equal to  four months of operating costs.  If this balance drops below four months adjustments would need to happen fairly quickly.

–  The remaining funds to pay the first half would come from the Building Fund.

–  We are asking for $150K in pledges.  To make the operation run smoothly, we will need the pledges to be made as soon as possible and the last funds to be given before the end of the project.  We will engage a contractor to do the project as soon as the goal of $150K in pledges is achieved.  

–  This plan leaves no room for error, and we are planning on spending our savings.  To that end we may need to be able to borrow up to $30K if it is necessary to make the final payment.



Current recommendations from Facade Maintenance/Update Team: 

Option A) Use a new designer to redesign the entry, moving away from the stone wall, and use Primus in concert with the company that does the redesign.

Option B) Use the pared down Primus bid that applies stone to the vestibule walls rather than builds a curved stone wall.

Option C) Use Barkalow with the original design or a modified design.

Option D) Potentially request a bid from a third construction company for any of the above designs.
